"A player receives only Rs 18 crore if they are selected at a higher price than, say, Rs 18 crore per se. The remaining funds are returned to the league and used for player welfare by the BCCI. "The goal is to have as many players available at the larger auction as possible, as that allows the franchises to plan a team for the next three years" he stated in response to the query in an Indian Express interview.
Dhumal was questioned over the possible two-year suspension that foreign players would face if they were sold at the super auction and then decided not to play in the IPL.
To which he responded: "It has come to our observation that at times players are not making themselves available for bigger auctions but are coming at the smaller sale so that they can get a better value."
"We wanted to ensure that people who are offering themselves up for a high-profile auction are not the ones who wind up winning. If they are selected at the auction but are unable to appear, they must justify. It isn't because they are in the auction; after being selected for a certain price, they decline to participate. The basis is that each player plays a crucial part in whatever position they are selected for, and the franchise owners and the club are exactly collecting the greatest team possible for the competition. If he does not make himself available, it will be a risk to the team as a whole" he added.
Dhumal and other members of the IPL Governing Council believe that only external stars who are 100% committed should participate. Those who find to abuse the system's flaws are not welcome.
"It is a team game at the end of the day. So the idea is that they need to validate their complete dedication. If they have said that I would be available then they have to be available. Otherwise, it must be a medical reason with the home board confirming in writing that it is a real medical condition for which the player is unable to participate" he stated.
